No Tip, No Comment

Short Description:

Theoretically will block messages from anyone who hasn't tipped yet

This is untested, and I'm not sure I'm using the properties of "Tip" correctly.

Options:
"Announcment" - string
* Message displayed on startup

"Not Enough Message" - string
* Message displayed when the chatter tips, but hasn't tipped enough

"Approval Message" - string
* Message displayed when the chatter has tipped enough

"Ignored Message":
* Message displayed when someone tries to chat but hasn't tipped enough yet

'Minimum tip amount' - int
* amount user must tip before being allowed to comment
