It has same functionality as Set a goal but instead of Latest Tip Received it display Highest Tip and instead Highest Tip it display Highest Total (higest sumary of tips that someone contributed for goal)
Higest Tip and Higest Total are highlighted in chat.
Added optional Anti Spam filter.
Added rudimentary implementation of Blapp! app (optional) for full implementation you can use Blapp! by prnsvh . Only mod and model can blapp unblapp someone. BLAPP SOME: /blapp user_name UNBLAPP SOME: /unblapp user_name LIST OF BLAPPED NAMES /usrblapped

"This application is a lot of fun but users would like to see one modification made which would be to add a third color for highlighted text. Currently, highest total tips gets blue highlights and highest single tip gets green. When one user is both the highest total and highest single tipper, the highlights are blue. Have a third color for that case."
